information etc. Put down the writer`s name to save time for discussion
and following up later on.

3. If necessary, write down more details using separate paper, and use
them as supporting data.

4. Attach those pieces of paper on the suitable location on the large
structure paper as sample, dividing them to merit and demerit.

5. Discuss them with all the members.

6. As needed, writers explain their ideas, info, etc.

7. Put scores. : By importance or value, regardless of merit or demerit,
put scores on each pieces. For example, put 10 for one item as standard.
Put other scores by comparison based on the standard. Use total scores, or
averaged scores per item. This step may be omitted because, 2nd scoring
is done after the step of maximizing merit and minimizing demerit.

8. All members think how to maximize merit and minimize demerit, and
attach those paper pieces per item as sample.

9. Put scores secondly. : Members think how merit is maximized and
attach those paper pieces per item as sample.

10. Make final decision. : By situation, put further ideas, information,
and adjust scores. If merit is more than demerit, projects are accepted.
